By the end of November 23, 2021, 342,652 units have submitted a list of confirmation of receiving support from the Unemployment Insurance (UI) Fund in accordance with the provisions of Resolution No. 116/NQ-CP of the Government and Decision No. No. 28/2021/QD-TTg of the Prime Minister (PM) for 11,734,372 employees currently participating in UI, equal to 95.8% of the total number of units that have received the Review List and equal to 99.1% of the number of employees. The list of employees has been sent by the social security agency for review.

However, at present, there are still a number of employers that have not sent the list of employees (with accurate updates, sufficient information on bank account numbers, phone numbers, etc.) to receive support to the social security agency to have a basis for the support from the UI fund according to regulations.

According to the provisions of Decision No. 28/2021/QD-TTg of the PM, employees, who have stopped participating in UI with reserved time for UI payment and need to receive support from the UI Fund, shall carry out the procedure to request the provincial-level or district-level social security agency to receive the support package. The deadline for receiving support requests from employees of this group is December 20, 2021. The time when the social security agency must complete the payment of support to employees is no later than December 31, 2021.

Also according to the provisions of Decision No. 28/2021/QD-TTg of the PM, after November 30, 2021, in case employees participating in unemployment insurance have not received support, employees will have to carry out procedures by themselves in order to request support from the UI Fund (similar to the procedure for requesting support for employees who have not participated and are in the process of reserving UI contributions) to receive the money.

By the end of November 23rd, 2021, the social security agency has provided support for 852,008 people who have stopped participating in UI. However, there is still a large number of employees in this group who have not yet completed the procedures with the social insurance agency to receive support. In addition, some employees were refused to receive benefits as they were not eligible for support or had to adjust and supplement information to ensure eligibility for support as prescribed.

As expected by the VSS, there will be over 2.42 million employees who have stopped participating in UI and are eligible to receive support; However, the number of applications for support from this group sent to the social security agency reached about 1,278,473 (equivalent to 47% of the total number of employees expected to be eligible for support).

Recently, General Director of VSS Nguyen The Manh also directed social security agencies of provinces and cities to proactively review cases that are having their time reserved to participate in UI, and notify each commune, ward, village, hamlet, residential group (in writing, on the loudspeaker system, on local newspapers and radio stations, etc.) on the deadline for submitting dossiers and procedures for receiving support money according to Resolution No. 116/NQ-CP of the Government so that employees know and contact the social security agency to receive the support package soon.

Specifically, by the end of November 23, 2021, social security agencies of provinces and cities have provided support for 12,154,979 employees, of which 11,302,971 are participating in UI and 852,008 people have stopped participating in UI, with a total support amount of 28.86 trillion VND./.
