Hanoi's social security agency to promote its role as a leading unit

On November 5, 2021, General Director of Vietnam Social Security (VSS) Nguyen The Manh had a meeting with Hanoi Social Security Office on collection and development of participants of social and health insurance and the implementation of policies to support employees, employers from the unemployment insurance fund according to Resolution No. 116/NQ-CP of the Government.

Attending the meeting were leaders of a number of units under the VSS. On the side of Hanoi Social Security Office, there were: Director Nguyen Duc Hoa, deputy directors, leaders of specialized departments and leaders of social security agencies in a number of districts.

At the meeting, leaders of the municipal social security agency briefly reported the results of the unit in the first 10 months of 2021. Accordingly, over the past time, the agency has performed well on the consulting and coordination work in the field of implementing social and health insurance policies in the locality, especially policies to support employees and employers hit by the Covid-19 epidemic.

As of November 4, 2021, 84,384 employers in the city with over 1.4 million employees had their contributions reduced to the UI fund with more than VND 367 billion on the Collection and card book management system. Regarding cash support for employees, as of November 4, 2021, the total number of supported employees is 1,207,881 people with a total amount of more than 2,900 billion VND, reaching 74.3% of the number of employees in the group. support.

Regarding the collection and development of participants, although in the epidemic situation, closely following the direction of the VSS, the Party Committee, the Municipal People's Committee, with the coordination of departments, branches, localities and efforts, until now, the number of participants of social, health and unemployment insurance in the area has increased over the same period and in December 2020.

Specifically, the city currently has more than 7.3 million health insurance participants (covering 90.1% of the population); over 1.8 million compulsory social insurance participants; more than 1.7 million unemployment insurance participants; 54,230 voluntary social insurance participants. The revenue from social, health and unemployment insurance by the end of October 2021 is nearly 39,000 billion VND.

Those results are thanks to the Municipal Social Security Office's active implementation of various flexible solutions and new methods such as: Promoting communication about social, health and unemployment insurance policies on social network environment; Organizing small group launching ceremonies and conference; especially conducting the pilot commune model on the development of voluntary social insurance and household-based health insurance. Currently, 30 out of 30 districts, towns of the city have selected one commune to apply this model, bringing absolutely positive effects.

In addition to the achieved results, leaders of the municipal social security agency, functional departments and social security agencies of districts also shared about difficulties and obstacles in the implementation of social and health insurance policies in the current capital area. Specifically, due to the influence of the Covid-19 epidemic, the implementation of the targets assigned by the VSS, the City Council, and the Municipal People's Committee is facing difficulties when the growth rate of participants in social, health and unemployment insurance has returned to its upward momentum but is still slow. The city's bad debts of social, health and unemployment insurance are on an upward trend after four waves of the epidemic. The employees eligible for support from the unemployment insurance fund is scattered, lacking information and slow to respond; the organization of media conferences encountered difficulties due to another complicated development of the epidemic.

In the meeting, leaders of the units under the VSS discussed and shared about the results and difficulties of the Hanoi's social security agency in implementing the social and health insurance policies; also, it also answered a number of recommendations of the municipal social security agency on the collection and development of participants of social, health and unemployment insurance and the implementation of policies to support employees and employers from the unemployment insurance fund.

Manh assessed, in the complicated context of the Covid-19 epidemic, the number of servants is large and diverse, and also the pressure on targets and tasks. However, over the past time, Hanoi's social security agency has made great efforts and closely followed the instructions of the sector and local authorities, strengthened coordination to achieve positive results in the implementation of social and health insurance policies and policies to support employees and employers. Thereby, it can be affirmed that the unit's staff is responsible, enthusiastic, professional, upholding the spirit of serving the People.

Therefore, until now, Hanoi's social security agency is one of the few localities where the number of participants of social, health and unemployment insurance increased both over the same period and in December 2020. The city needs to continue to make efforts to promote this result, and make more efforts to complete and exceed the assigned targets, deserving the title of the "leading" unit of the Industry, making an important contribution to the overall result, "supporting" the southern localities that are more severely affected by the epidemic.

Assessing the achieved results compared with the assigned targets of the municipal social security agency, General Director Nguyen The Manh said, there is still a big gap, requiring in the last two months of the year, the Hanoi's social security needs to be more flexible in solutions to increase revenue, reduce debt, and develop participants in social, health and unemployment insurance. Accordingly, it is necessary to strengthen inspection and examination in many forms such as sending written urging and warning, inter-sectoral coordination, and electronic inspection. Regarding communication and mobilizing participants, it is necessary to urgently study Resolution No. 128/NQ-CP dated October 11, 2021 of the Government promulgating the provisional regulation "Safe, flexible adaptation, and effective control of the COVID-19 epidemic” to develop scenarios suitable to each region and each epidemic level; focus on promoting the form of direct phone calls, organize small group conferences, pay more attention to people in rural areas.

Regarding the implementation of policies to support employees from unemployment insurance fund, Manh assessed, the Hanoi Social Security Office has implemented quickly and cautiously, however, it is imperative to continue to speed up progress as more than 500,000 remaining people are the cases that need verification, and contacting takes more time. The municipal social security agency needs to communicate more strongly about this policy to each citizen and employee, and even send a document to each commune and village to mobilize the participation and support of all levels.

In addition, Manh also noted that leaders of the Hanoi Social Security Office should continue to tighten discipline for civil servants and public employees in the performance of their official duties; raise awareness of office culture in communicating and dealing with organizations and individuals who come to work and transact; strengthen the inspection of official duties, inspect the implementation of professional processes and regulations of the branch at the municipal-level and district-level social security agencies; assign specific tasks to each cadre and public employee, ensure the accuracy of people and tasks, evaluate officials and employees associated with work results to ensure fairness and objectivity; also, pay attention to and create the best working conditions in the unit, etc.
