On Oct 19th 2021, Ministry of Information and Communications (MIC) and Vietnam Digital Communications Association (VDCA) held an online conference on publishing evaluation results of digital tranformation (DT) level of ministries, provinces – DTI 2020. Accordingly, VSS ranks the forth in 18 ministries, industries on this work.

Speaking at the conference, Deputy Minister of MIC Nguyen Huy Dung said that on country level, DT consists of 3 digital pillars: digital Government, digital Economy and digital Society. Developing digital Government serves people better and takes the lead in the country’s DT. Developing digital society also makes people happier.

On ministry level, DT does not only lie in Ministry’s activity, IT application’s activity in state agencies’ acitivities but also leads, promotes digital transformation in each industry and field. On local level, digital transformation consists of 3 pillars, respectively digital government, digital economy and digital society within the locality.

2020 is the first year of deploying national digital transformation programme up to 2025, with a vision to 2030. Therefore, 2020’s topic is “Digital transformation creates hope for an activity decade”

Supposed that digital transformation is the process, not target, Nguyen Huy Dung said that sucessful digital transformation needs to have a “clock” and a “ruler” to define whether we are in the right direction or not, which speed to go on the digital transformation way. In another word, we need one index group to measure digital transformation level.

In 2020, MIC researched, built mesurement index group on digital transformation level. “Like many other ranking measurement indexes, digital transformation level index group is relative. We hope that agencies, organizations, ministries and provinces suppose it as one index to their measure digital transformation level by themselves”, emphasized Deputy Minister.

Based on issued digital transformation index, MIC has published Ministries’ and Provinces’ digital transformation level asessment result in 2020. The result aims to provide general picture on digital transformation in Vietnam; simultaneously watch for, assess and rank practically, optimistically and fairly the annual digital transformation result of ministries and provinces to have solution for promotion in the near future.

At the conference, Nguyen Phu Tien – Deputy Director of Authority of Radio Frequency Management (ARFM) said that DTI report 2020 is collected from 4 sources of data information, assesses ministries and provinces’ digital transformation level according to 3 groups: Ministries supplying public services, Ministries not supplying public service and provinces.

Regarding to the result, the average province-level DTI 2020 is 0.3026; the ministries’ DTI 2020 supplying DVC is 0.2342 on average. This result shows that ministries’ and localities’ DT 2020 is in the starting period.

The report also shows that in 2020, perception transformation and tectonic institution are well implemented in order to create favorable conditions for state agencies, enterprises to participate in DT progress conveniently. Until now, 12/63 provinces have issued Resolution on DT, 50/92 ministries, ministerial agencies, governmental agencies and provinces, municipals have issued Programme, Plan on DT 2021-2025.

According to the report DTI 2020, among the group of 18 ministries, industries supplying public service, Ministry of Finance topped the list with 0.4944 DTI, respectively next is Vietnam State Bank (0.4932), Ministry of Planning and Investment (0.4701) and the fifth position is Ministry of Health (0.4582). Among 7 ministries, industries without public service, Vietnam Television ranks the first with 0.2995 DTI.

Notably, at province level, DTI 2020 ranking result shows that Da Nang leads DT level 2020 with 0.487. This locality has the highest rank of 3 pillars: digital government, economy and society. 10 next positions are respectively Hue, Bac Ninh, Quang Ninh, Ho Chi Minh City, Tien Giang, Can tho, Ninh Binh, Kien Giang and Bac Giang.

According to DTI 2000 result, the representative of ARFM said that DTI is low; therefore, ministries, industries and localities need to promote DT deployment according to 3 pillars: digital government, economy and society. Based on DTI, it is necessary for ministries, industries and localities to make priority to promote indexes which are now low.
