Instructions for online registration to receive support from the UI Fund

In order to create favorable conditions for employees and employers to receive support from the Unemployment Insurance (UI) Fund in the spirit of Resolution No. 116/NQ-CP (Resolution No. 116), Decision No. 28/2021/QD-TTg (Decision No. 28) of the Government and the Prime Minister in a convenient, fast and effective way, Vietnam Social Security (VSS) guides employees and employers on how to submit dossiers on requesting support policies for social insurance agencies through online forms, specifically as follows:
First, for employees.
Note to employees: According to the provisions of Decision No. 28, the method of applying for support from the UI Fund to the social insurance agency in the online form is only applied for groups of employees who have stopped participating in UI due to the termination of a labor contract or a working contract in the period from January 1, 2020 to the end of September 30, 2021, or have reserved period of UI payment in accordance with the provisions of the law on employment; does not apply to groups of employees participating in UI (the employer managing the employees will be responsible for submitting the list of employees receiving support from the unit to the social insurance agency).
1. Submit application via VssID - Digital Social Insurance app
Step 1: Login to VssID.
Step 2: Select the Public Service menu.
Step 3: Select public service to support COVID-19 according to Resolution No. 116/NQ-CP (support UI participants affected by the Covid-19 pandemic).
Step 4: Check the period of UI participation that has not been calculated for unemployment benefits (number of months).

Step 5: Select the form of support:
- In cash.
- Via account, select/fill in the following information:
+ Account number of the person requesting support.
+ Select a bank (bank branch).
Step 6: Select the agency that receives the application, click the Submit button.
Step 7: Enter the OTP code, click Confirm to send the profile.
Step 1: Log in to the Public Service Portal of Vietnam Social Security at https://dichvucong.baohiemxahoi.gov.vn with your registered account.
Step 2: Select the item "Declaration of dossiers", the screen will display a list of public services to declare as follows:
Step 3: At the screen: "List of procedures", select the procedure code "653 - Support UI participants affected by Covid-19" and select Declare.
Step 4: Declare your profile.
By selecting "Declaration", the system will check the employee's participation information according to the social insurance code to display the following information:

Step 5: Submit the application, enter the confirmation code as shown below:
Enter OTP for authentication:
After successful confirmation, the system will notify successful submission. Now the employee's profile has been successfully sent to the social insurance agency.
Second, for the employer unit.
Note to the employer: According to the provisions of Decision No. 28, the method of the employer submitting a list of employees requesting support from the UI fund to the social insurance agency is only for cases where the employee is currently participating in UI as of September 30, 2021 (excluding employees at state agencies, political organizations, socio-political organizations, people's armed forces units and public non-business units whose recurrent expenditures are guaranteed by the state budget).
1. Submit application through declaration software of I-VAN service providers
Using declaration software of I-VAN providers to declare and submit dossiers for public services: Support UI participants affected by the Covid-19 epidemic (600l).
2. Submit application through Public Service Portal of VSS
Step 1: Log in to the Public Service Portal of VSS at https://dichvucong.baohiemxahoi.gov.vn with your registered account.
Step 2: Select “Declare profile”.
Step 3: Choose the public service to support social insurance participants affected by the Covid-19 epidemic (600l).
Step 4: Select “Declare”, then select Confirm declaration period to open the dossier declaration screen.
Step 5: Enclose form number 01 as shown below and select Confirm.
Step 6: Select Declare and then Confirm.
Step 7: Sign and send the dossier, the screen will display a request to enter the PIN code of the digital certificate.
After entering the correct PIN code, the system will show a successful submission message.
It can be seen that the use of online transactions in submitting the application for support from the UI fund with simple and convenient steps will help employees and employers not have to go directly to the social insurance agency, thereby saving time and costs, and contributing to reducing the risk of Covid-19 infection as there is no direct contact in transactions with the social insurance agency, meeting the satisfaction of people and businesses.
During the process of declaring the application for support from the UI Fund through the above online transaction, there may be an overload of the system due to the large number of declaration dossiers at the same time. The same situation may also occur with the VSS's Hotline 1900.9068, due to many incoming calls at the same time. VSS always actively tries to overcome the overload of the system and looks forward to receiving sympathy from employees and employers. If the overloading situation occurs, employees and employers should re-implement the online application process or call the Call Center in the nearest time.
