Deputy Director General of VSS Le Hung Son is Head of Steering Committee; Director of Social Insurance Implementation Department – Deputy Head of Steering Committee; Director of Contribution Collection – Social Insurance Book and Health Insurance Card Department - Deputy Head of Steering Committee; Head of affiliated units under VSS system, directors of provinces/ municipalities’ social security offices are Steering Committee’s members. Do Ngoc Tho, Director of Social Insurance Implementation Department, is the head of Assisstance Group of the Steering Committee. The Steering Committee helps General Director of VSS:

1. To direct, operate the policy implementation under Government Prime Minister’s Decision No 28/2021/QĐ-TTg on Oct 1st 2021 on implementing support policy for employees and employers affected by Covid-19 pandemic from UI Fund.

2. To inspect, urge; report the results of organizing and deploying support policy for employees and employers.

3. To propose, report competent authorities to resolve difficulites in deploying support policies for employees and employers affected by Covid-19 pandemic within the scope of VSS industry’s responsibilities.  

Regarding working regime and implementation organization:

1. Members of Steering Committee and Assisstance Group work concurrently and self-dissolve after completing tasks.

2. Steering Committee uses VSS’ seal, members of steering committee use their units’ one (if any) to implement duties under Law’s regulation.

3. Social Insurance Implementation Department is the standing unit, helps Steering Committee; chairs, cooperates with VSS Offices and related units to build the working plan and tasks assignment of Steering Committee.

4. To assign VSS offices of provinces, municipalities to establish steering committees for supporting employees and employers affected by Covid-19 pandemic from UI fund led by Directors; to simultaneously assign specific tasks and responsibilities of each member.
