VSS provided answers to the questions in the field of electronic transactions related to policies for supporting employees and employers

Under the implementation of Resolution No. 68/NQ-CP of the Government and Decision No. 23/2021/QD-TTg of the Prime Minister on regulating policies to support employees and employers hit by the COVID-19 pandemic, VSS has been implementing numerous drastic and synchronous solutions, including the connection and integration of online public service provision to facilitate and shorten the period to handle administrative procedures. Following are the answers to regarding questions about the online public services.

Question 1: To apply for supporting for those facing difficulties due to the COVID-19 pandemic, can employees and employers apply online? If yes, where to submit?

Answer 1: Employees and employers can apply online for support facing difficulties due to the COVID-19 pandemic on the National Public Service Portal (DVC) (at https: //ncovi.dichvucong.gov.vn/). The National Public Service Portal will send the dossier to the social security agency for settlement (for the public service "Pause of payment to the retirement and survivorship fund") and confirmation (for other public services).

Also, in order to complete the application for supporting for those hit by the COVID-19 pandemic, the employers can submit a dossier for confirmation by the Social Security Agency in accordance with the provisions of Chapters I, II, III of this Decree. Decision No. 23/QD-TTg on the VSS Service Portal (at the address: https://dichvucong.baohiemxahoi.gov.vn/) or on the software of the electronic social security declaration service provider (I- VAN).

Question 2: How many public service providers are there on the National Service Portal to support employees and employers facing difficulties due to the COVID-19 pandemic related to social insurance? Which public services are included?

Answer 2: Currently, on the National Service Portal, there are 05 public service providers to support employees and employers facing difficulties due to the COVID-19 pandemic, including:

1. For employers:

- support employees who are suspended labor contracts and/or take unpaid leave.

- Policy for loan for payment of employment suspension and production recovery.

- Support the employee who stops working.

- Deferral of compulsory contributions to the retirement and survivorship fund.

2. For the employee: Support the employee terminates the labor contract but is not eligible for unemployment benefits.

Question 3: To be able to perform public services to support employees and employers facing difficulties due to the COVID-19 pandemic on the National Public Service Portal, what employees and employers need to do?

Answer 3: In order to be able to perform public services in general and public services to support employees and employers facing difficulties due to the COVID-19 pandemic in particular on the National Public Service Portal, employees and employers need to have a login account.
