To drastically promote collection and expansion of social and health insurance participants in the last 4 months of this year

On Sep 6th, VSS issued Plan No 2800/KH-BHXH on implementing collection and expanding social and health insurance participants in the last 4 months of this year.
Accordingly, VSS requires the entire industry to increase about 2.351 compulsory social insurance participants, 561.000 voluntary social insurance participants, and 4.786 million health insurance participants in the last 4 months; and strive to collect VND 160.67 trillion.
Detailed implementation and solutions need to be suitable based on the actual development of the COVID-19 epidemic in each locality under the scenarios in which the epidemic is under control or continue to develop complicatedly and social distancing measures are implemented; to focus on collection and expanse of compulsory social, health insurance and voluntary social, health insurance.
Regarding the collection, expansion of compulsory social and health insurance, based on the outstanding debts, social security offices in provinces/cities shall take direct and indirect measures to speed up the collection; conduct unscheduled/ in-person inspections, digitalised inspections or combined ones. Social security offices in provinces must regularly exchange with the units that are suspending pension and survivor fund payment, receive the units’ feedbacks through telephone or online form such as telephone, Zalo, Facebook, mail, etc. to require the units to complete paying premiums to the sickness and maternity, unemployment and health insurance fund.

At the same time, social security offices in provinces cities shall review, investigate the data on personal income tax balance-sheet provided by the tax authority, targeting to complete reviewing all the data as planned. Social security in provinces/ cities reviews the health insurance participants covered by the state budget; coordinate with the Labour, Commune Invalids and Social Affairs, Commune People’s Committee to review, compare the list of people with health insurance covered by the state budget (poor people, social protection, veterans, war resiters, children, etc.) belonging to the eligible groups who have not been given health insurance cards will be listed so that social insurance agencies could grant them the cards adequately and timely as regulated.
Regarding collection and expanse of voluntary social and health insurance participants, social security agencies and collection agents shall make the propaganda plan to maintain and expand voluntary social, health insurance participants through the database on potential objects who have not yet participated in social and health insurance in the commune and the database on the participants whose premium payment are due. The collection plans must be detailed in terms of target, quantity and frequency of the propaganda, clarifying the responsibilities of involved individuals and organizations.
It is scheduled that a launch of a commencement ceremony promoting voluntary social insurance and health insurance for students will be organized in Oct 2021.
In case the Covid-19 epidemic undergoes complicated developments with social distancing measures imposed, social insurance offices shall send the list of potential participants and participants whose premium payment are due via mail, Zalo, Facebook, etc. or public services to each collection agent. Weekly plan shall be built to organize propaganda and advocacy to maintain and expand new voluntary social and health insurance participants via online form. Online conferences, livestreaming on social network, fanpages shall be organized for the potential objects who have not participated in voluntary social and health insuance, numbet of conferences, livestreams must be completed.
VSS also requires social security offices in provinces and cities to proactively advise Provincial People’s Committee to issue the directions to Departments, Branches, district-level and commune-level People’s Committee to cooperate and implement the measures of collection, expanse of social and health insurance participants. The Steering Committee of expanding social and health insurance participant shall be etablished and the director of the provincial social security office is the chairman who assigns specific tasks and performance responsibility to each member.
In addition, social security offices of cities/provinces shall closely follow the direction and guidance of VSS to expand weekly and monthly plans; mobilize, collect civil servants, employees to implement the measures of speeding up the collection and participant expanse in compliance with the requirements of Covid-19 prevention and control; strive to achieve the collection target, participant development, and number of customer conferences, inspections, units and employees’ data to be investigated and reviewed from Tax data assigned in this plan. The social security offices of provinces shall propose Provincial People’s Committee to deduct budget or mobilize other sources to support voluntary social and health insurance premium to people, especially the poor and near-poor, ethnic minority, new out of poverty people, new countryside, students, etc.
