Under WHO, Social Health Insurance (SHI) is a form of financing and managing health care based on risk pooling. SHI pools both the health risks of the people on one hand, and the contributions of individuals, households, enterprises, and the government on the other. Thus, it protects people against financial and health burden and is a relatively fair method of financing health care. Desirable though it is, not many least-developed and low-middle-income countries have succeeded in adequately expanding coverage of SHI. Most countries rely primarily on tax-funded finance, which is also relatively fair.

Social insurance is considered one of the key pillars of a social security system in many countries. It means the guarantee to fully or partially offset labourers’ income lost or reduced due to their sickness, maternity, occupational accidents and diseases, unemployment, retirement or death, on the basis of their contributions to the social insurance fund.

Over the years, ensuring rights for people with disabilities has received great attention from the Party and State. There are now numerous policies and legal regulations providing favorable conditions for them to enjoy equal rights to politic, economic, cultural and social activities, stabilize their lives, and integrate into the community.
