As for scope of regulation, the procedure stipulates the process for receiving UI benefit applications submitted via the VSS Public Service Portal by Departments of Home Affairs, Employment Service Centers, vocational training institutions, and employers.

In terms of applicable entities, the procedure applies to regional and district-level social security offices. The Decision provides detailed steps for receiving and processing applications and delivering results for UI benefits via the VSS Public Service Portal. Specifically, the procedure covers:

• Unemployment benefit: The procedure outlines steps such as receiving electronic applications, compiling payment lists, and verifying the accuracy of the documents by VSS staff.
• Vocational training support: It includes receiving applications, creating payment lists for vocational training support, and verifying and cross-checking information.
• Support for training and skill building to retain employees: This process adds a step for disbursing advance payments to workers and compiling payment lists.

To implement this Decision, VSS assigns the responsibilities of coordinating and carrying out tasks, according to their respective functions and duties, to the Social Insurance Policy Implementation Department, Information Technology and Digital Transformation Center, the VSS Office, and other related departments. Regional Social Security offices are responsible for organizing the processing of applications in accordance with the regulations.

The issuance of this Decision reaffirms VSS’s commitment to promoting information technology, administrative reform, and enhancing convenience for participants and beneficiaries of UI policies through digital platforms.
