Implementing Decision No. 436/QD-TTg dated April 25^th 2023 of the Prime Minister on approving the Plan to implement the Agreement between the Government of Viet Nam and the Government of Korea on Social Insurance (the Agreement), VSS has organized the implementation of sector’s Key Plan in 2023. In particular, they has discussed and agreed with the Korean National Pension Agency on a draft Administrative Agreement to send to the Ministry of Labor, Invalids and Social Affairs. In December 2023, VSS joined the delegation of the Ministry of Labor, Invalids and Social Affairs working in Korea to attend the signing ceremony of the Administrative Agreement to implement the Agreement.

Specifically, there’re many foreign affair activities in 2023 such as organizing many consultation semimars, workshops, experts meetings, sharing documents from international partners related to amending the Social Insurance Law and Health Insurance Law. Those activities can include: Workshop on sharing experiences on health insurance DRG payment method and assessment results of impact of the no referreal requirement HI policy (April 2023); Workshop on list developing of HI drugs and medical supplies, bidding and price negotiation and price management of HI drugs and medical supplies (May 2023); Activity coordinate with the World Bank (WB) to organize a workshop on amendments and supplements to the Social Insurance Law; Organizing a meeting with WB experts to consult and share experts' recommendations on amendments to the revised Social Insurance Law (September 2023); Activity coordinate with the ILO and WB to complete the overview report on "Withdrawal of one-time SI Payment in Viet Nam: Trends, challenges and recommendations" to orient in developing the Amended Social Insurance Law.

Programs, projects, and cooperation plans with international organizations and national social security organizations of other nations are also implemented to support the implementation of key tasks of the Industry. In particular, VSS continues to sign a Memorandum of Understanding on cooperation in the field of health insurance for the period 2023-2025 with the Danish Embassy, creating a legal framework to effectively implement cooperation activities of the two agencies in effective control of medical examination and treatment costs covered by HI; control drug prices; health economics; digitalization in medical management, application of artificial intelligence (AI) in preventing HI fraud. Besides, VSS has also strengthened cooperation with US partners, promoting regular exchanges to support Vietnam's goals of sustainable development, universal health insurance, helping Vietnamese people access health care and enjoy quality health insurance, promoting digital transformation, IT application, restructuring business processes, and contributing to ensuring modern digital social security services.

VSS is honored to receive a certificate of merit from the US President's Emergency Plan for AIDS Relief (PEPFAR). In addition, VSS also strengthens cooperation with French partners, aiming to sign a Memorandum of Cooperation on the occasion of the 50th anniversary of the official establishment of diplomatic relations between Viet Nam and France (1973-2023)…
