Proposal for Supplementing National Address Information into the National Database on Population

The document states that regarding the report of the Ministry of Public Security in Document No. 1411/BC-TCTTKDA dated September 5, 2023, on the results of implementing Project 06 in August 2023, the key tasks for September 2023, and the delayed tasks according to the timeline of Project 06 in Document No. 3218/TCTT dated September 12, 2023, Deputy Prime Minister Tran Luu Quang has the following directives:

The Ministry of Public Security shall lead and coordinate with the Ministry of Information and Communications, the Ministry of Construction, and the Ministry of Natural Resources and Environment to research and propose solutions for supplementing national address information into the national database on population. This includes integrating electronic identification accounts of individuals, organizations, and businesses with the national real estate trading system, the national land database system, and banks. The declaration of individual and organizational addresses on VNeID must comply with current regulations. A report on the implementation results shall be submitted to the Prime Minister before November 30, 2023.

The Ministry of Public Security shall lead and work with the VSS to research and propose solutions for integrating the functions of the Social Insurance Booklet into the VNeID application, ensuring effectiveness without redundancy and wastefulness. A report on the implementation results shall be submitted to the Prime Minister before October 30, 2023.

The Ministry of Labor, Invalids and Social Affairs, in coordination with the Ministry of Public Security, ensures the software system of the Social Protection Department and the Department of People with Merit connects smoothly with the Integrated Public Service Software at the commune level; synchronizes all results of processing interconnected files to serve statistical work and reporting for 02 interconnected public services, to be completed before September 30, 2023.

The Ministry of Labor, Invalids and Social Affairs, in coordination with the Ministry of Public Security, researches and proposes solutions to consolidate information on labor and employment transactions linked to the VNeID application.

The Ministry of Finance directs the State Securities Commission, the Stock Exchange, and the Vietnam Securities Depository and Clearing Corporation to connect the national database on population, identification and electronic authentication system, carry out data review, verification, and cleansing of information about securities trading participants (including information about relatives participating in securities trading). A report on the implementation results will be submitted to the Prime Minister before November 30, 2023.

The Ministry of Health takes the lead, in coordination with the Ministry of Public Security, in organizing instructions for healthcare facilities and the public on using electronic health records on VNeID. A report on the implementation results will be submitted to the Prime Minister before October 30, 2023.

The Ministry of Finance and the Ministry of Planning and Investment provide detailed guidance to ministries, sectors, and localities on the use of funds from regular sources and public investment for the implementation of Project 06, especially for localities facing difficulties in allocating funds, with a deadline of September 30, 2023.

The Government Office urges and instructs ministries, sectors, and localities to restructure procedures and integrate the provision of 53 essential online public services on the National Public Service Portal, ensuring smooth and efficient operation. A report on the implementation results will be submitted to the Prime Minister before November 30, 2023.

Deputy Prime Minister Tran Luu Quang requests ministries, sectors, and localities to urgently review and implement delayed tasks according to the assessment of the Ministry of Public Security in the attached appendix, taking responsibility before the Prime Minister for tasks that do not ensure the implementation timeline of Project 06.
