The VSS Delegation attended the 39th ISSA Forum

The 39th World Social Security Forum is a regular event of ISSA, which is held every three years. This time, the world's most important social security event is under the theme "Social Security for Recovery and Sustainable Development" and was attended by many ministers, presidents, directors and managers of social security agencies from more than 140 countries and 280 member organizations around the world.

The forum focused on 5 main issues, including the improvement of the management efficiency of social security organizations; narrowing the coverage gap; meeting the needs of the aging population; promoting inclusive development and social cohesion, and social security support to promote recovery after the Covid19 pandemic.

On the basis of discussion sessions, ISSA could summarize, and draw lessons and success factors for social security organizations in the world in the new situation such as the application of information technology and digital transformation; getting total access to both technical and financial aspects; readiness to respond to unexpected situations; Government involvement and leadership; ensuring the health and medical care for the people. It is necessary to have coordination among relevant agencies; regularly promote gender equality; speed ​​up the coverage of social insurance, health insurance and unemployment insurance; promote the socialization of public service delivery; use digital and big data.

Notably, at this Forum, ISSA held a Council meeting to elect a new President, in which each country had only one vote. The VSS is the only official member of Vietnam in the ISSA Association. Therefore, at this event, Deputy General Director Dao Viet Anh represented Vietnam to fulfill the obligation to elect ISSA President for the 2022-2028 term.

As a result, Dr. Mohammed Azman bin Aziz Mohammed (Malaysia) was elected ISSA President for the 2022-2028 term, succeeding Professor Joachim Breuer (Germany) - ISSA President for the 2016-2022 term. In the inauguration speech, the new President committed efforts to promote the Association's activities, including the goal to improve management capacity and expand coverage; protect and support employees to avoid and overcome risks; sustainable finance for funds; the digital transformation of IT applications in providing services to customers; narrow the gap in coverage and benefits between different groups and classes in society.

Also within the framework of the business trip to Morocco, the VSS delegation also had working sessions with the National Social Security Fund (CNSS) and the agency providing social security benefits for employees in the private sector and those who are self-employed. At the meeting, the VSS gave an introduction about Vietnam's social security system, achievements, and challenges faced by the industry.

Appreciating the achievements of the VSS, CNSS General Manager - Hassan Boubrik said that CNSS has currently negotiated and built agreements with 19 countries, including 15 ratified agreements and 4 pending agreements. At the same time, Boubrik also expressed his hope that the two agencies can exchange their experiences and strengths such as the application of information technology, digital transformation in the management and administration of the social security system of the VSS; and experience in building and signing social insurance agreements, avoiding overlapping social insurance contributions with other countries in the world for employees of Morocco.

In addition, the VSS also promotes side exchanges with international partners such as the Ministry of Employment and Vocational Training of Morocco and social security agencies that are ISSA members from countries around the world in order to expand cooperation, creating a premise for the construction and development of cooperation activities in the future.
