Regulations on Health Insurance Cards under the 2024 Health Insurance Law

The amended and supplemented Law on Health Insurance, No. 51/2024/QH15 (the 2024 Health Insurance Law), along with Government Decree No. 188/2025/ND-CP, introduces significant changes to health insurance (HI) card regulations. These updates aim to further facilitate participants’ access and enjoyment of their healthcare benefits.
Under the new regulations, HI cards are issued in both electronic and paper formats with equal legal validity. Each participant is assigned a unique HI number. The Vietnam Social Security (VSS) is responsible for issuing HI cards and implementing the HI Scheme.
Whether in electronic or paper forms, the HI cards contain essential information such as: Personal details (full name, gender, and date of birth); Benefit level by groups; Effective date of the card; Registered primary healthcare facility; and Date of reaching 5 years of continuous participation (applicable to participants subject to co-payment)
The HI card is linked and synchronized with the participant’s HI number and citizen’s ID number, enabling easier lookup and usage.
Issuance and Adjustment Procedures
The issuance, including first-time or re-issuance, and adjustment of HI cards follow a streamlined process:
Applications: Participants or units may submit applications via the National Public Service Portal, the VssID app, in-person at one-stop service centers, or via post.
Priority for electronic cards: VSS provides the electronic cards by default; paper cards are issued upon request.
Processing time: 5 working days.
Children under 6: The HI card is issued in conjunction with birth and permanent residence registration.
Organ donors: VSS issues HI cards based on discharge papers.
