Vietnam Social Security system: Promoting responsibility, dedication and professionalism in performing duties

On April 17th, 2025, Vietnam Social Security (VSS) organized its nationwide online monthly conference. VSS Director, Le Hung Son, chaired the conference.

Attendees included the Deputy Directors of VSS: Mr. Tran Dinh Lieu, Dao Viet Anh, Nguyen Duc Hoa, Chu Manh Sinh; leaders of affiliated units; representatives from Military Social Insurance and People's Public Security Social Insurance. At the local social security office points, leaders and relevant departments presented.

In the opening statement, Director of the VSS, Le Hung Son, assessed that in the first three months of the year, in the context of streamlining and reorganizing the apparatus according to the new model, along with domestic and global socio-economic challenges, the entire VSS, with effort, dedication, and flexibility, has achieved many notable results. These results, during the recent working session at VSS, were evaluated by Minister of Finance Nguyen Van Thang - Chairman of the Vietnam Social Security Management Board. He stated that despite difficulties during the transition to a new organizational structure, the entire VSS system has maintained stability, continuity, and achieved positive results in performing duties, ensuring the rights of participants benefiting from the policies; effectively serving the people, workers, and enterprises. 

Regarding the organizational restructuring, he stated that VSS is proposing amendments to the Ministry of Finance in line with the directives of the Central Government. “At this conference, local offices should focus on difficulties and obstacles in task implementation and share their flexible practices”.

At the Conference, Social Security offices Region I, XXII, XIX, VII, IV; Ho Chi Minh City Social Security office, and Nam Dinh Provincial Social Security office reported their results and the arrangement, organization according to the new apparatus. Since official operations on April 1, 2025, the regional Social Security offices promptly implemented professional activities, ensuring optimal service delivery for participants and beneficiaries. Regarding difficulties and obstacles, some provincial social security offices reported issues with the software system during the transfer and merger from provinces and cities, which still had errors, delays, and insufficient data; the infrastructure faced challenges, and some inter-district areas were too vast.

At the Conference, leaders from the Contribution Collection and Coverage Expansion Department, Cards; Health Insurance Policy Implementation Department; Social Insurance Policy Implementation Department; Finance - Accounting Department; Information Technology and Digital Transformation Center provided updates on their respective areas and addressed local concerns.

In the directive speech, Deputy Director of VSS Tran Dinh Lieu requested that during the process of arranging and organizing the new apparatus, heads of units need to study and propose improvements to processes and procedures to be implemented in an electronic environment, moving towards eliminating paper documents. In the work of collecting and developing participants in Social Insurance, Health Insurance, provincial social security offices should closely follow the newly issued documents from VSS, assign targets and tasks flexibly and proactively.

Deputy Director of VSS Dao Viet Anh proposed that the Information Technology and Digital Transformation Center and relevant departments urgently complete the software according to the new organizational structure so that local social security offices’ activities can run smoothly. Local offices should further enhance communication efforts, attention to human resources, facilities, and technical aspects for this task.

Deputy Director of VSS Nguyen Duc Hoa requested that provincial social security offices strictly follow VSS leadership directives on the implementation of health insurance policies, especially in areas of settlement, advance payments, and cost assessment for health insurance medical examinations and treatments. He emphasized evaluation and cost comparisons across healthcare providers to enable timely (0, 0, 0)">Deputy Director of VSS Chu Manh Sinh suggested that provincial social security offices continue to strengthen advisory work for local governments in implementing social insurance and health insurance policies in the area. The Information Technology and Digital Transformation Center should urgently rectify software errors and resolve bottlenecks.

Concluding the Conference, Director Le Hung Son acknowledged and expressed appreciation for the positive results achieved by the entire system in the first three months of 2025. These results demonstrate the determination, solidarity, effort, and dedication of all the VSS staff.

Regarding the upcoming tasks, Director Le Hung Son requested that the subordinate units and local social security offices closely follow the policies, directions of the Party, the National Assembly, the Ministry of Finance, and the objectives and plans outlined in VSS Development Strategy toward 2030 as per Decision No. 38/QĐ-TTg dated January 11, 2024, by the Prime Minister.

In addition, he also referred to Official Letter No. 4860/BTC-BHXH issued on April 15 by Minister of Finance Nguyen Van Thang - Chairman of the Social Security Management Board, which calls on provincial and municipal leaders to strengthen the implementation of social insurance, health insurance and unemployment insurance policies. Director Le Hung Son requested that local social security offices urgently develop specific programs, plans, and advise local authorities on the social insurance and health insurance implementation policies.

In the coming time, subordinate units and provincial social security offices should proactively grasp and assess the difficulties in the policy implementation so that VSS can summarize and advise the Ministry of Finance to participate in proposing amendments and supplements to social insurance and health insurance policies and laws.

The entire system continues to innovate communication contents, form, methods to ensure effectiveness, focus, diversity, flexibility, and appropriateness. VSS resolutely implements synchronized solutions to expand participation, reduce delayed contributions and ensure timely and accurate disbursement of benefits. Additionally, inspection and compliance enforcement are strengthened; risks management and funds management are strictly controlled to ensure participants’ entitlement. Administrative procedures are also streamlined to maximize simplicity and user convenience. Digital transformation is enhanced, VSS data system is integrated to relevant databases and the national social insurance database is completed. Operating procedures and regulations are adapted to the new structure and promptly implemented upon approval.
