Localities asked to raise health insurance coverage to over 95 percent by 2025

The Government has urged provinces and centrally-run cities nationwide to raise the health insurance coverage rate to 95.15 percent by 2025.
Deputy Prime Minister Vũ Đức Đam signed Decision No. 546/QĐ-TTg, assigning health insurance (HI) coverage targets to the People's Committees of provinces and centrally governed cities for the 2022-2025 period.
Accordingly, the nationwide health insurance coverage targets are set at 92.6% in 2022, 93.2% in 2023, 94.1% in 2024, and 95.15% in 2025.
Specifically, the health insurance coverage rates for 2022 are as follows: Hanoi – 91.66%, Ho Chi Minh City – 91.25%, An Giang Province – 92%, Bà Rịa - Vũng Tàu Province – 91.5%, Bạc Liêu Province – 91.25%, Bắc Giang Province – 93.5%, etc.
Provincial and Municipal Responsibilities
The People's Committees of provinces and centrally governed cities are required to direct relevant departments and agencies to develop plans and implement measures to achieve the assigned targets. Regular coordination and information exchange on employees and wages of businesses operating in the region must be carried out to review, compare, and address cases of health and social insurance evasion or debt.
Additionally, local authorities must present proposals to the People's Councils to allocate local budgets and mobilize all available resources to support people in participating in health insurance. Specific focus includes:
Ministry of Education and Training's Responsibilities
The Ministry of Education and Training must ensure that all students participate in health insurance by 2023. Additionally, student participation in health insurance will be included as a criterion in the annual ranking and evaluation of educational institutions.
Vietnam Social Security and Ministry of Health's Responsibilities
Vietnam Social Security is tasked with urging localities to implement solutions to expand health insurance coverage. The Ministry of Health must direct healthcare facilities to improve service quality, enhance patient care for health insurance participants, and streamline medical treatment and payment procedures to facilitate public access to healthcare services.
