VSS: Effective Application of Information Technology and Digital Transformation in Implementing HI Policies

The application of information technology (IT) and digital transformation by Vietnam Social Security (VSS) has led to significant and positive changes in the implementation of Health Insurance (HI) policies, greatly facilitating access for HI participants.

The application of information technology (IT) and digital transformation by Vietnam Social Security (VSS) has led to significant and positive changes in the implementation of Health Insurance (HI) policies, greatly facilitating access for HI participants. In recent years, VSS has proactively mobilized all available resources to comprehensively deploy technological solutions, gradually modernizing HI procedures, enhancing management efficiency, improving services for participants, and ensuring seamless connectivity with HI medical facilities nationwide.

 

On June 24, 2016, VSS officially launched its HI Medical Reviews System, which established connectivity among medical facilities nationwide, from the grassroots to central hospitals. On average, social security agencies at all levels have processed over 180 million HI claims annually through this system. The system has helped raise awareness and strengthen the responsibility for managing the HI fund, not only within the social security sector but also across the healthcare sector, especially among medical facilities. With regular and transparent updates, the system has supported healthcare facilities in making more positive changes in treatment indications, reducing unnecessary expenditures and generating annual savings amounting to hundreds of billions of Vietnamese dong, thereby ensuring the efficient use of the HI fund.

On November 16th 2020, VSS officially launched the VssID – Digital Social Insurance application to establish a digital communication channel. The app has provided participants and beneficiaries of SI and HI policies with access to essential information, utilities, and public services in a convenient, user-friendly, and efficient manner.

Since June 1st 2021, HI participants have been able to use the digital image of their health insurance card on the VssID app to complete procedures related to medical examinations and treatment . To date, there have been over 4 million instances nationwide of using the digital health insurance card image via VssID for medical services.

VSS has also been recognized as a leading agency in fulfilling tasks under Project 06 and the Prime Minister’s Decision No. 422/QĐ-TTg dated April 4th, 2022. In particular, VSS has coordinated with the Ministry of Public Security and HI medical facilities to deploy multi-platform solutions for HI services using chip-based citizen ID cards, the VNeID electronic identification application, and the VssID – Digital Social Insurance app.

As of June 2025, 100% of HI medical facilities nationwide have adopted HI procedures using chip-based citizen ID cards, allowing the retrieval of HI card information via personal identification numbers. Over 227.5 million successful lookups have been conducted for this purpose.

Additionally, the VSS system has processed 1,796,564 online applications for HI card for children under six through the National Public Service Portal. VSS has also supported the Ministry of Health in deploying the Electronic Health Record (EHR) system, with a total of 342,542,922 data submissions from medical facilities to the VSS system. Among these, 245,620,060 successful data retrievals—including medical records, referral slips, and follow-up appointment notices—have been integrated with the national population database and linked to the VNeID app.

According to statistics from the Ministry of Science and Technology for 2024 and the first half of 2025, VSS has consistently ranked among the top ministries and sectors in terms of digital transformation and IT application in administrative reform.
