1. Step 1: The beneficiary makes a written authorization for carrying out procedures for enjoying and receiving social insurance, health insurance and unemployment insurance benefits (according to form No. 13-HSB promulgated together with Decision No. 636/QD-BHXH of April 22, 2016) or makes an authorization contract in accordance with law and gets certification from: a/ The administration of the locality of residence, if the beneficiary is residing in Vietnam. b/ The administration of the locality of residence or a competent agency as prescribed by law, if the beneficiary is being temporarily detained or serving a prison sentence. c/ The Vietnamese embassy or Vietnamese representative agency or the local administration in the country where the beneficiary is residing (if the certification is in a foreign language, it shall be accompanied with a Vietnamese translation by a notary office, upon submission to the social insurance agency for settlement), if the beneficiary has left the country and resettled abroad or is residing abroad. d/ For receipt of monthly social insurance benefits: When the payment period is due, the authorized recipient submits the written authorization (Form 13-HSB) or the authorization contract to the payment agent, produces his/her identity card or personal paper with photo, and signs for receipt of money on the payment list. In case the social insurance beneficiary illegally leaves the country, or is declared missing or dead by a court, or there are grounds to determine that the enjoyment of social insurance contravenes law, the authorized recipient shall promptly notify such to the payment agent or the district social insurance agency, if committing violation, he/she shall refund the received amount and be handled in accordance with law. - For receipt of lump-sum social insurance benefits or maternity benefits: The authorized recipient submits the written authorization (Form 13-HSB) to the social insurance agency which settles and pays the benefits or the district post for receipt of the benefits. Notes: The validity duration of the written authorization is as agreed by the authorizing and authorized persons, if there is no agreement, the authorization validity duration is 1 year counting from the date of establishing the authorization as prescribed by the Civil Code. Step 2: - The social insurance agency or payment agent receives the written authorization (Form 13-HSB) or the authorization contract, examines the identity card or personal paper with photo, pension receipt slip and pays money to the authorized recipient. - The payment agent keeps the written authorization or the authorization contract till expiry of the authorization duration, then submits the written authorization (Form 13-HSB) or the authorization contract to the district social insurance agency for storage according to regulations on accounting documents.
Direct submission to the payment agent, for authorized receipt of monthly benefits; submission to the provincial or district social insurance agency or payment agent, for authorized receipt of lump-sum benefits or maternity benefits.

The payment agent or social insurance agency receives the written authorization and makes payment to the authorized recipient in the period of payment of monthly pensions and social insurance allowances; makes the payment right after the authorized recipient submits form No. 13-HSB, for receipt of lump-sum benefits or maternity benefits
