Issuing working rules on reforming salary policy, social insurance.

Deputy Prime Minister Le Minh Khai, Director of Central Steering Committee in the field of reforming salary policy, social security and human contribution priority has recently issued working rules of Central Steering Committee (CSC).

The committee works under the collective discussion principles, Khai concluded and steered; agreed, managed, assigned duties, coordinated closely among Steering Committee’s members about performing joint activities and assigned tasks.

The tasks of the Committee is to research, develop and urge the implementation of tasks stated in Resolution 27-NQ/TW on May 25th 2018 of  the 7th Conference of the Central Committee XII of Vietnam Communist Party on reforming salary policy for cadres, civil servants and employees, Resolution No. 28-NQ/TW on May 25th 2018 of the 7th Conference of the Central Committee XII of Vietnam Communist Party on reforming social insurance policy, Resolution No. 107/NQ-CP on Aug. 16th 2018 of Government on Action plan implementing Resolution No. 28-NQ/TW.

The committee cooperates with Ministries, socio-economy policy studies agencies related to salary policy, social insurance and incentives for meritorious people as assigned by Prime Minister.

It helps PM monitor and urge Ministries, Branhches, Localities to implement salary policy, social insurance and incentives for meritorious people; solutions to create source for salary policy and social insurance policy reform; propose measures  to promptly handle new problems arising in the process of implementing salary policy, social insurance and incentives for meritorious people.

The scope of policies mentioned above includes:

-Salary policy: base salary, relationship between the lowest – medium -  maximum salary and correlation salary of civil servants in various profession and armed forces; salary scales, payrolls, civil servant rank, public employee professional titles, positions, equivalent leadership titles, salary grades; salary upgrade; salary and allowance regimes for employees in the state sector (from central to commune level).

Wages for employees in enterprises, cooperatives, cooperative groups, farms, households, individuals and agencies and organizations that employ labors.

- Social insurance policy: compulsory social insurance, voluntary social insurance, supplement retirement insurance.

- Incentive policy for meritorious service people: monthly preferential allowance and one-time allowances for meritorious service people, other preferential policies for meritorious service people.

-Solutions for creating source for implementing salary policy, social insuance and preferential policies for meritorious service people.

This working rule also regulates duties of Steering Committee’s members.
