VSS to be active and highly responsible in the creation and operation of the National Public Service Portal

Recently, the Government Office held an online conference to review the 1-year operation of the National Public Service Portal (NPSP) and announced the 2,700th online public service. Attending and directing the meeting were Deputy Prime Minister Vu Duc Dam. There were also Mai Tien Dung, Minister, Chairman of the Office of the Government; Leadership representatives from ministries, branches and localities.

According to the report of the Government Office, up to now, the NPSP has integrated single sign-on with all ministries and ministerial-level agencies (except for the Government Inspectorate, the Committee on Ethnic Minority Affairs delivering specific characteristics of public service provision), Vietnam Social Security (VSS), Vietnam Electricity and 63 out of 63 localities in providing online public services to people and businesses. At the same time, the NPSP has also connected and integrated with the Government Cipher Committee, VSS, Vietnam Post, telecommunications service providers, and identification providers to diversify the form of account registration to ensure convenience, safety and security of information for people and businesses. As of December 24, 2020, there were 412 thousand registered accounts, of which 409 thousand citizens, more than 6,000 enterprises and more than eight hundred accounts of state agencies. Compared to March 2020, the number of registered accounts had increased by 5.8 times.

From the 8 integrated online public services, provided at the time of launch (December 9, 2019), until now, the number of administrative procedures restructured, integrated and provided with online public services on the NPSP by ministries, branches and localities has reached 2,700, accounting for 39% of the total number of administrative procedures of the country. In which, in implementation of the Prime Minister's Decision No. 411/QD-TTg dated March 24, 2020, essential public services, with a large number of compliance subjects, involve many agencies and units or directly affect the assessment of the business environment index which has been actively implemented by ministries, branches and localities in the direction of innovating the way of building online public services according to a unified, centralized and data sharing interconnection of agencies and units to reduce and simplify administrative procedures, maximize convenience for people and businesses and reduce overlap and waste in local investment such as: changing driver's license; notifying promotional activities; certifying electronic copies from originals; paying the fine for handling administrative road traffic violations; payment of social insurance and health insurance premium; joint registration fee declaration and payment, registration, license plate number of cars, etc. At the same time, to promptly support people and businesses affected by the COVID-19 pandemic, online public services to support workers and businesses affected by the epidemic are also provided by VSS, the Ministry of Labor, Invalids and Social Affairs (MOLISA), the Vietnam Bank for Social Policies (VBSP) in coordination with the Government Office to promptly restructure the process and provide on the NPSP.

Thus, to date, the number of integrated online public services provided on the NPSP has exceeded by 9% of the target assigned by the Government in Resolution No. 01/NQ-CP dated January 1, 2020, 14.8 times higher than the number reached in March 2020, of which numerous ministries, branches and localities with well-performed tasks such as: Ministry of Finance; Ministry of Industry and Trade; Ministry of Transportation; Ministry of Health; Ministry of Public Security; VSS; Vietnam Electricity; Tay Ninh; Quang Ninh; Da Nang; Dong Nai; Nam Dinh; Ba Ria - Vung Tau; Can Tho; Thanh Hoa; Quang Nam; Lang Son; Kon Tum; Hoa Binh; Lai Chau; Tuyen Quang; Ca Mau; Hanoi; Ha Giang; Binh Dinh; Dien Bien, etc.

Implementing Decree No. 11/2020/ND-CP, Decree No. 45/2020/ND-CP and Decision No. 274/QD-TTg dated March 12, 2019 of the Prime Minister, the online payment system of the NPSP has officially been put into operation since March 2020. After more than 9 months of deployment, at present, the NPSP has got 54 out of 63 localities (85.6%), 14 ministries, branches and agencies (67.7%) that have successful connection with the online payment system of the NPSP and is continuing to be deployed with other ministries, branches and localities.

Currently, the NPSP has provided online payment service groups including: (1) Public administrative service charges and fees; (2) Personal and business taxes; (3) Paying social insurance and health insurance premiums for people and employers; (4) Paying fines for administrative violations; (5) Electricity bill payment; (6) Advance payment of court fees. Although it has just been implemented under the provisions of the Government's Decree and the Prime Minister’s directions, with the active participation and responsibility of many ministries, branches and local agencies (such as: State Bank of Vietnam; VSS; Ministry of Public Security; Ministry of Finance; Vietnam Electricity; Vinh Phuc; Bac Ninh; Lam Dong; Vietcombank; Viettinbank; BIDV; VNPTpay; Ngan Luong; MOMO; NAPAS, etc.), The number of transactions through the online payment system of the National Public Service Portal has witnessed a considerable growth, so far there have been over 45.7 thousand online payment transactions on the Portal, along with a number of newly deployed ones, that had received the trust and met the needs and aspirations of the people, including: the payment of voluntary social insurance and health insurance premiums for households and individuals has reached more than 20,000 transactions; fine payment for handling administrative road traffic violations has reached more than 6,000 transactions; payment of fees and charges for public administrative services has reached more than 12 thousand transactions, etc.

Individuals and collectives of the ministries, branches and localities were honored to be awarded the PM’s certificates of merit by Deputy Prime Minister Vu Duc Dam.

Speaking at the Conference, Deputy Prime Minister (DPM) Vu Duc Dam praised the remarkably encouraging results of the NPSP, Government Office and ministries with the help of international organizations and the participation and comments by the business community and the people, etc. At the same time, to look back on the year and on what has been done for a stronger determination and speeding up the progress to better serve the people in the coming time.

The NPSP has exceeded most of the initial targets and expectations on the number of services and dossiers. The amount of saved time and costs speak to the practicality of the NPSP.

In particular, in addition to the function of providing online public services, the e-government Portal is also tasked with advising and guiding people to carry out administrative procedures and public services; to receive and respond to the people's opinions.

According to Dam, regarding the reform of administrative procedures and modernization of the administrative apparatus, it requires a complicated change of the mindset. If the government determines what needs to be disruptive, then exemplary top levels will make the first move. Therefore, for the past few years, in addition to the function of advising, synthesizing and serving the direction and administration of the PM and the Government Standing Committee, the Government Office has always been the leading agency in the processing of online dossiers, providing and integrating online public services at all levels.

A number of countries have done a great job in building the NPSP, and through consulting experience, the support and consultation of experts and international organizations, by hiring mode, the Government Office has rapidly deployed the operation of the NPSP.

The purpose of building a NPSP not only saves costs for businesses and people, but the Government also publicly and transparently implements all operations in front of the people, thereby collecting their comments to build a service Government.

Dam said, if the implementation of online public services is well-delivered without direct contact will create opportunities for all businesses and people in order to enjoy the services equally, limiting negative arising.

This is also a significant indicator for the international community to assess Vietnam's business environment, national competitiveness as well as e-Government ratings.

In recent years, the provision of online public services, with the contribution of the NPSP, has been strongly promoted.

As the Ministry of Health, the Ministry of Information and Communications, and the Vietnam Social Security has completed providing 100% of level 4 online public services, the DPM wants the National Public Service Portal to set a target of providing 100% of the online public services at level 3 or higher, at least at ministerial and provincial level, in the shortest possible time.

The provision of online public service will create a spillover impulse for all levels and industries to promote computerization and process work records on the computer network with traceability and responsibility of transparent processing without the worry of records being misplaced or incorrectly done. At the same time, to speed up the construction of important national databases, forming the habits of cadres, civil servants and public employees in building branch databases of their own ministries, localities and units.

The DPM stated that there must be stronger promotion of non-cash payment platforms and tools, not only creating favorable conditions for the people and the state and among the people, but also an effective tool to prevent corruption.

In order to develop IT, digital transformation or artificial intelligence, etc., it is crucial to have open, directly and indirectly related data, therefore, the DPM noted that the safety and privacy of the people must be ensured and their personal rights must not be affected.

“We talk a lot about the opportunities and challenges of the Fourth Industrial Revolution, along with many directions and solutions, however, we must apply IT strongly and thoroughly in every corner of life. We have to develop infrastructure, human resources, and for sure the Government will take the lead.”, said the DPM.

At the conference, VSS and Mr. Le Nguyen Bong, Director of Information Technology Center (VSS) and collectives and individuals of ministries, agencies and localities were honored to be awarded the PM's certificates of merits by the DPM Vu Duc Dam for the achievements in the construction, operation and development of the NPSP./.

VSS
