PM orders measures to promote digital technology businesses

Prime Minister Nguyen Xuan Phuc has recently approved Directive 01/CT-TTg to ask ministries, Government agencies, localities and the State-owned business sector to develop Vietnamese digital technology businesses.

The Cabinet leader has ordered 12 measures as follows:

1. Building a national strategy on the development of digital enterprises towards 2030 and submitting the strategy to the Prime Minister for approval by 2020.

2. Building Vietnamese digital business development for every sector and locality in 2021- 2025 and 2026 - 2030 periods.

3. One agency at national level and one for each locality in charge of consulting and assisting businesses in digital transformation.

4. Developing a controlled test policy framework for new products, services and business models applying digital technology in Viet Nam and submit it to authorities for approval in the 2020 - 2021 period.

5. Formulating policies and solutions to create markets for digital technology enterprises in Viet Nam, including start-ups to develop and implement programmes and projects on e-Government, digital transformation, smart cities and smart agriculture.

6.  Reforming regulations on science and technology development funds of enterprises to allow investment in innovative and technological start-ups. Evaluating investment efficiency based on total investment in three to five years, completed in 2021.

7. Simplifying the procedures for managing and using the enterprise's science and technology development fund to attract investment in technological application and innovation.

8. Studying and proposing the establishment of the Viet Nam Digital Technological Enterprise Development Fund with capital mobilised from society, and report on the progress to the Prime Minister in 2020.

9. Supporting five to ten digital technological enterprises in Viet Nam to develop a number of national key digital products, becoming a mainstay of Viet Nam's digital business ecosystem before 2025.

10. Developing five to ten shared digital technological platforms to promote the application of digital technologies and promote the development of digital products in socio-economic fields and put them into use before 2025.

11. Organising a national forum on the development of Vietnamese digital technological enterprises.

12. Honouring outstanding Vietnamese digital businesses for implementing the "Made in Viet Nam" strategy and organising investment, trade and domestic consumption promotion, and assisting exports for products, services, solutions and business models of digital technology businesses in Viet Nam./.
