Recently, there have been many cases of fraud to misappropriate people’s property, causing great public concern and seriously affecting social security and order, including cases of multilevel trading fraud and frauds in land transfer.

Particularly, frauds carried out online and on telecommunication networks have increased. For example, fraudsters send text messages to mobile phone users to inform them they have won a prize; or fraudsters pretend to be foreigners to send text messages to people and then cheat them by sending gifts to them in Viet Nam. Fraudsters may pretend to be authorised agencies to call people and ask them to deposit money in accounts for checking and then appropriating the money; or hack and control social accounts to cheat others; or those involved in online exchanging, buying and selling activities.

To deal with this, Prime Minister Phuc asked the Ministry of Public Security to work with the Ministry of Justice and relevant agencies to review sectors vulnerable to fraud; discover shortcomings and loopholes to complete the legal basis; and actively undertake measures to prevent fraud.

The PM requires the Ministry of Public Security to guide authorised forces to acknowledge the situation and prepare measures to discover, prevent and fight against fraud in line with the laws.

The Ministry of Public Security will coordinate with central-level provinces and cities to study and set up hotlines at localities to receive and handle information and fraud cases reported by local citizens.

It will also chair and coordinate with relevant agencies to study and build a Directive of the Prime Minister to guide ministries, agencies and localities to increase fraud prevention and control capacity and submit to the Prime Minister ahead of November 30.

The PM entrusted the Ministry of Information and Communication to work with the Ministry of Public Security to promote information dissemination and guide people to stay
